Investing in Natural Capital: The Pacific Opportunity is a Pre-COP event focused on what it will take to mobilize serious investment in the Pacific’s blue and green natural capital.
The event is organised by Pacific Action for Climate Transitions (PACT) and hosted by Fiji National University.
The event is designed to move beyond conversations about the Pacific’s climate vulnerability and towards enhanced partnerships and new opportunities that can be taken to COP31 and developed into tangible, scalable investments in the Pacific.
The event brings together Pacific and international leaders, climate finance specialists, government ministers, heads of state, financiers and policymakers.
The event will be held on 5th October 2026.
The event will be held at the Hilton Hotel in Nadi, Fiji.

The programme will focus on the Pacific climate challenge, blue and green natural capital opportunities, innovative partnerships, natural capital investment opportunities and challenges, and delivering on the Natural Capital Opportunity in the Pacific.
The presentation will highlight that the region’s ecosystems are valuable, overlooked internationally and at risk. It will provide the context and background for the focus of the event: that investing in blue and green natural capital is both a climate and an economic opportunity.
A panel of Pacific academic, community, conservation and private sector leaders will discuss the partnership models that are needed to catalyse investment in natural capital. The session will focus on partnerships that respect Pacific leadership, management and knowledge for Pacific ecosystems while still attracting outside capital.
Investors and finance practitioners will discuss the practicalities of how to mobilise capital for the Pacific, including carbon markets, blended finance, green bonds and biodiversity credits.
During the closing session, high-level political leaders will discuss why natural capital investment matters for the region’s climate goals, and what can be signalled ahead of COP31.
The Pacific is home to some of the world’s most significant natural assets — vast ocean territories, tropical forests, coral reefs, mangroves, and freshwater systems that support communities, underpin food security, and provide critical buffers against climate impacts.
These ecosystems remain chronically undervalued in global climate finance frameworks, and the Pacific receives a fraction of the investment its natural capital warrants.
The event will explore opportunities including carbon markets, blended finance, green bonds and biodiversity credits.
The climate financing gap in the Pacific is significant. Of the billions committed annually through international climate funds, Pacific Island countries receive a small proportion.
Closing that gap requires innovative investment structures, capable local institutions, and pathways to access public funds and private capital markets.
As the world moves toward COP31 in Antalya, the Pacific’s blue and green natural capital represents a significant opportunity for private investment, sustainable revenues, and measurable climate and biodiversity outcomes.
