Unit Name: Introduction to Planning and Professional Ethics

Description: This course divided become two major themes, the first theme is understanding about planning in the profession, the rule of urban and regional planners, urban and regional planning as a major, discipline, and profession; its substantive and territorial scope; the process and procedure; and the complementary aspects. The second theme about planning theory, philosophies and mindsets in planning which will set up the base of urban and regional planning. The aim of this course that planers should able to work in a variety of environment and deliver high standards of conduct, ethical behaviour and ability relevant to the circumstances. Planners need to be able to act competently in complex and responsible ways and in a professional and ethical manner while in the pursuit of understanding, promoting and actively seeking public benefits. The general aims for this units are: (1) the students have knowledge of the diversity of populations served, including indigenous cultures, minority and special needs groups, and different age groups including children and older people, and a capacity to engage meaningfully with diverse groups, including “hard to reach” populations (CPIA1-01), (2) Knowledge of the development of planners’ roles over time and in various contexts including the challenges and requirements of contemporary circumstances(CPIA1-02), (3) Knowledge of risk management principles and their application to planning problems (CPIA1-04), (4) Capacity to make appropriate choices in ethically ambiguous situations based on knowledge of social, economic, environmental, and cultural aspects of planning (CPIA1-05), (5) Knowledge of relevant aspects of the history of planning and of planning approaches in their historical and comparative context and knowledge of planning theory and capacity to critically apply this theory as a framework for undertaking planning (CPIA2-01& CPIA2-02).
