Brief Biography:
Mr. Josevata Qalubau has dedicated his career to understanding and shaping the critical field of Customs and Border Management. For the past three years, he has had the privilege of sharing his expertise as an Assistant Lecturer in the Department of Customs and Border Management at Fiji National University – a role he deeply values for its opportunity to mentor the next generation of professionals in this vital field.
His path to academia was forged through decades of diverse, hands-on experience. The foundation comes from a remarkable 28-year tenure as a Customs Officer with the Fiji Revenue & Customs Service, which provided comprehensive understanding of customs operations, regulatory frameworks, and the intricate dynamics of border control. These insights form the bedrock of his teaching methodology today.
Beyond customs administration, he served for two years as an enumerator for the HIES/HEAS project at the Bureau of Statistics, honing analytical skills and gaining valuable perspective on data collection’s role in national development. Additionally, three years as an independent regional consultant for the United Nations Environment Programme exposed him to international best practices and the global context of border management.
Complementing this extensive practical experience, he holds a Master’s degree in International Relations and Diplomacy from the University of Fiji, which deepened his theoretical understanding of global affairs, diplomatic protocols, and the interconnectedness of nations – all crucial elements in effective customs and border management.
His journey represents continuous learning and application, progressing from border enforcement operations to international relations strategy, and now to the rewarding realm of education. To him, Customs and Border Management transcends being merely an academic subject – it represents a passion born from decades of dedicated service and an unwavering commitment to fostering secure, efficient borders for Fiji and the wider region.
